Added jackson dependency to server #5366

Description

In order for extensions to be read, the jackson dependency must be included in the server build.gradle file. This PR adds the license, notice, and SHA files necessary to accomplish this.
Note: Although the jackson files for plugins and modules are being deleted with this PR, they still have access under server and no functionality will be changed for them.

@ryanbogan this is interesting, it seems like :libs:opensearch-x-content brings these dependencies to the server already?

Without the dependency in the server build.gradle file, import errors are thrown on compilation for every object in the jackson library.

Assuming you can get this to 🟢 I don't see any reasons not to merge this.

@dblock The problem is that I'm not sure why it's failing when the git diff is identical to changes that are passing here: #5347. Do you think it's possible that it would fail if no files are using the jackson dependency in server yet?

@dblock @saratvemulapalli @dbwiddis since we are removing jackson library from the native plugins and adding it in server. Need to add the above permissions. Looking for some advice if providing accessDeclaredMembers will bring any security concerns since we are enabling it for the server module? If not, then I guess we are good to go.

PR #5397 skipped this test in @before block but still
frequently throws a TestCouldNotBeSkippedException.  This is caused by the after block still executing and throwing  an exception
