Remove Debian 10 and Ubuntu 18.04 support. Also removes some redundant cases for CentOS 6 and Ubuntu 16.04

Though I'm tempted to just remove that section from the README. |
I think it makes sense to just mention the metadata.json |
The readme already references the metadata.json file so rely on that.
