apiv2: keyspace management

What problem does this PR solve?

Adds APIv2 HTTP interfaces for keyspace management.
Issue Number: Ref #5293

Note: In order to run tests, this PR contains changes from #5265 #5291 #5297
New Changes:
HTTP interfaces: under server/apiv2/
Integration tests: tests/server/apiv2/handlers/keyspace_test.go

Add APIv2 HTTP interface for keyspace management.
