What should this PR do?
Update to project to Node.js 18.17.0, the latest LTS release.
Removes the
enginespinning inpackage.json, as we're well beyond the NPM version we needed to be pinned foroverridesto work. As such, also removes the logic in the Actions workflows that enforced that pinning.What are the acceptance criteria?
