There are 406,127 instances of field 009 across 406,122 records in BLL60. Of these, NONE contain data which is valid according to the definition above, and only 56,786 i.e. 14% contain data which could be interpreted as valid but truncated (e.g. only character positions 00-04 populated).

It may therefore make sense to delete field 009.
