chore(autoware_tenssort_common): force build package despite missing libraries #9357

Description

CI ignores building package if dependencies don't exist. It is expected behavior for non-CUDA environment, however for CUDA CI we expect to raise an error in case of missing dependency.

d295f7b tries to raise exception for test purposes. After CI fail, commit should be reverted.
