Manage glosses workflow (epic-ish)

Extending #106, establish roles, permissions, and interfaces required for managing and moderating glosses. This connects the GoG data entry interfaces to the public Gallery of Glosses site and sets a pattern for other possible contribution projects.

Some project manager can manage a list of Glosses (and their associated metadata) that should be included in the public site.

Consider released for these Glosses or lists.

Possibly fire an indexing or caching activity for searching after these publishing actions.

Consider slugs for released lists to simplify reference.

UI hints and help for users at different roles or for public site users to see previously published versions.
