MAINTAINERS: Remove aaronemassey add GRobertZieba

Aaron Massey (aaronemassey - Google) doesn't have the cycles to remain a maintainer on the charger subsystem. Robert Zieba (GRobertZieba - Google) has been participating as a collaborator for the charger subsystem.
