CSVRow::current_row_start(): track row start position of input stream
StreamParser::next was missing parsing state reset.
It caused incorrectly parsing the first element of the second and later chunks.
This commit addresses the issue.
fix: reset parser state in StreamParser::next
do not skip consecutive NewLine characters except CRLF
