Value Triples needs updating to latest CoRIM Draft #128

As per the detail discussion and work in CoRIM standards design meeting, it was unanimously agreed to re-introduce
Multiplicity of measurements (via multiple measurement-map's) for an Environment.

This caters to the case of Multiple Measured Elements in an Environment.

Now that the CoRIM Draft has multiplicity of measurement-maps in the latest draft:
https://ietf-rats-wg.github.io/draft-ietf-rats-corim/draft-ietf-rats-corim.html

This issue tracks the work in CoRIM Repository for re-aligning the same with the standards.
