Consider such a case, we have 3 dc, 2 tables. Table A is 3 replicas and uses the placement rule to force the leader to deploy in dc 1 and dc 2. Another table B is 5 replicas, dc 1 and dc 2 have 3 replicas, and dc 3 has 2 replicas. If table A is split from table B, it might encounter that table A will have 5 replicas and the leader might be in dc 3. Moreover, if the checker doesn't fix it immediately, it will continue split regions with 5 replicas and their leader will be in dc 3.
