Format for IP-Freq-File-Deg.py

UCT Network:
IP, Frequency, File Name, Degrees

eg:
137.158.131.211 8.5 test 1

To check IP, use "ports.bat"

LOCAL Network:
Frequency, File Name, Degrees
eg:
8.5, test, 1

To check IP, use "Check_Local_IP.exe"
