Feat: add latin to cyrillic keys transform (ss220-space#2)
* Tweak: Radio with russian keys - Радиоканалы человеков работают с русскими клавишами - Удалил обработку ненужную обработку голоса хайвмайнда. Так как в say уже разобрали на префикс и ключ - Русская раскладка для /datum/saymode/ (хайвмайнд, киборги). Проки и листы не генерировались на стадии PreInit, потому заменил на обычную инициализацию после загрузки мапы. * Tweak: Language with russian keyboard - Удалил uppertext у функции Vallat'а (прости, Vallat), чтобы использовать в своем коде - Если получил русскую букву, то перевести её на английский аналог и найти language * Fix: Removed useless GlobalLists and defines Осенило, что можно обойти без дефайнов и лишних списков * fix: requested by Vallat

* Add 2 maps and ERT Добавлены карты: Twin Pillars ss220 edition - является копией Twin Pillars но с другим содержимым вендоров оружия для повышения играбельности режима civil war; Barrenquilla Mining Facility - в прошлом была удалена из-за не проработанности и сломанных некоторых вещей. Данный вариант является переделкой. Скрыто из голосования (только администратор может её поставить), потому что может подойти не для всех режимов (в плане игрового баланса). Так же добавлен новый ЕРТ отряд, который вызвать может только администратор. * Adding all map components Добавления всех компонентов карты twin_pillars_ss220_edition * Correction of map zones Исправление зон карты Barrenquilla_Mining * Minor map edits Twin_Pillars_ss220_edition Мелкие правки карты Twin_Pillars_ss220_edition. * Реворк Керриера -Пофикшен баг из-за которого брошенные через 1 клетку хаггеры не активировались при попадании -Время до прыжка при прямом попадании лярвахаггером уменьшено на 0.25 секунд(1.5 -> 1.25) -Время до прыжка резиного хаггера уменьшено на 0.5 секунд.
