Configure Dependabot

This PR sets up Dependabot for the following package managers:

Sounds like a useful thing. I've just triggered a re-run of the failing Cypress CI check, as there's no obvious reason it should be failing from anything in this change.

Hopefully that failure was just a spurious thing (known to happen with Cypress), and passes the re-test. 😄

Yes, it was probably a temporary issue. The Cypress CI passed on the second attempt. :)
