1 Add a Setup Configuration Script

Create and add configure script to the project that will creates an isolated Python virtual environment in a newly checkout directory, the Python pip tool, and installs the thirdparty libraries during project development setup

2 Improving the core

Improved on the initial set of heuristics based on MIME types for what file types should have automatically detectable license identifiers

3 Improve Output Display

Currently the result is displayed on the command line. In the future, the display result should be formatted in a tabulated format
