Bug Fixes and No More Overlap

Zones can no longer be created or edited to have overlap with another zone
/buildermode enable works when used in a zone, previously had to reenter to update
Players added to builder list will automatically be placed in builder mode if in a zone, previously had to reenter to update
Removing a cloaked zone uncloaks the blocks

First Alpha Release!

Still has many things to implement and a few known bugs, but the crash bugs are gone:tm: and it is borderline usable. Got a lot of help from @BasiqueEvangelist and @profjb58, thanks a lot for all the help and PRs!!
