Twitter/X API functionality

Description

We need to confirm if the Twitter/X API is still functional. This API has potentially changed since it was last functioning for 20x: https://developer.twitter.com/en/portal/products/basic

Its unclear is theres a way to test basic functionality without signing up. If there's a way to know that the existing client in scale-signs works that would be great.

Scale is open to the idea of paying for the functionality so it can remaining working as part of the signs code base.

Acceptance Criteria

• Is the existing code working with Twitter/X?
• Notify Scale team if we need to purchase a subscription

Tested this briefly in #64 and the twitter API does seem to be erroring out with our previously working credentials from 20x.

For the time being I put in a conditional so that the sign server handles the failure cleanly: 995f72e

It appears twitter now charges for access to their apis
