Because Kronuz/pyScss#426 is not yet in a release, also just look at the diffstat!

The only missing piece appears to be environ-config. This **fails to start** with ``` ImportError: cannot import name '_app_ctx_stack' from 'quart' (/usr/lib/python3/dist-packages/quart/__init__.py) ```

No great hurry, but nice to do eventually. Preferably coordinated with similar base image updates of the other Snikket server parts.
If pyScss has a release that includes Kronuz/pyScss#426 then that commit can be dropped.
