Doing this to support the CMS 6 changes - but there's no reason for this new feature to wait until April since it's not BC breaking.
Specifically this is to support silverstripe/silverstripe-userforms#1315 in which to get the same tab order we have in CMS 5, we need a way to define the tab order.
