docs: Add use citations from CHEP 2023 proceedings preprints

Description

• Add general citation from Software Citation in HEP: Current State and Recommendations for the Future by Matthew Feickert, Daniel S. Katz, Mark S. Neubauer, Elizabeth Sexton-Kennedy, Graeme A. Stewart.
• Add use citation from Bayesian Methodologies with pyhf by Matthew Feickert, Lukas Heinrich, Malin Horstmann.
