Description

This PR updates the turbo-rails gem and adds meta tags on the layout to use the new Turbo 8.

Changes

  1. Update turbo-rails gem
  2. Update stimulus-rails gem
  3. Update @hotwired/turbo-rails javascript lib
  4. Add meta tags on the layout to enable Turbo 8 benefits (morph, refresh-scroll, and view-transition)
