%{?need_selinux:ON} always expanded to "ON" because %{?} tests whether a macro is defined. Not whether it is true.
The fixed problem is so far only cosmetic becasue CMakeLists.txt ignores ENABLE_SELINUX if USE_GPGME cannot be enabled.
