This plugin is an attempt to 
- merge/cherrypick various changes in forks from the github.com/duns/maven-nar-plugin
- introduce matrix style build - architecture x types x liblinkage
- try to introduce separation between artifact handling and building.
- address some of the Issues listed.

  Agree that current process doesn't seem entirely appropriate, not entirely sure if some other enhancment needs to be made elsewhere in exchange though.

  config resolution in Nar native compile, 
  config moved from narcompile to library to support variation for test compiles.

  main feature add seems to be system stream interaction for input, and alternate method of settings args (rather than on the library/test)
