🐛 Bug Fixes
- Migration from Pub/Sub to Streams created a scenario for migration transitions where the same instance that previously owned the job would always win the race to claim it and even though it was blacklisted would recover it from the PEL renewing its claim ownership. A new validation was added to prevent the blacklisted instance from being able to claim the job using the PEL flow.
