What is this PR About?
found case where with openshift-logging operator two installplans will get created for the same verison causing this script to mess up becasue it was assumed there would only ever be one InstallPlan for a given CSV for a given Subscription UID.
How do we test this?
I tested this within a live environment and it resolved the issue.
