Migrated the job and fixed an error in the sanity_check.py script that arose from using an new version of the mistune library. The job is now failing since there are a number of scripts in this repo that use deprecated functions or have incompatible dependencies. Fixing those (which are broken on trunk) is not in scope for this migration. |

We're moving CircleCI jobs to GitHub Actions across the whole PyTorch organization. This PR migrates the CCI job in pytorch/hub to GHA.
