Use arm64 Linux runner for Ubuntu #229

GitHub has announced that arm64 Linux runners are now free for public repositories - https://github.blog/changelog/2025-01-16-linux-arm64-hosted-runners-now-available-for-free-in-public-repositories-public-preview/

This means that we can use them, rather than QEMU, for the arm64 job, greatly reducing the time taken.

This speed increase means that it is now fast enough to upgrade the Ubuntu arm64 job to 24.04.

Very nice, it's reduced the time for this job from 27m 45s to 4m 16s 🚀
