Create a binary with the name pct through a Github release process that is separate from the PDK release process. This creates a temporary binary where we can evolve the PCT templates to the point of replacement/inclusion inside the PDK package.

This produces a single binary and a set of starter templates that showcase the use of PCT to create content for users.
