there is a mismatch in the subject browse. I generated the subjects csv file but I get a psql not found error when I run the task to load the subjects browse. I'm working to fix this with @kayiwa. Most likely we are creating a new staging worker box to run the tasks.

I uploaded the subjects table but I need to update the code after this sprint.

This pr should be rebased and reviewed by @mzelesky . I would like first to communicate with Mark if he could be available to review and catch up with the past work on this pr before we add it in the work-cycle. I also think that this PR is part of a bigger project 'authority work' that needs more discussion and clarification from @mzelesky .
