New option to restrict upload contents

The release adds a new configuration option upload_scan_path_only which can be used to restrict the uploading only the scan path instead of the whole repository.

Support full scans for PR

The release adds a new configuration option use_scan_path_when_pr which can be used to skip PR modified file filtering for scan performed on PR triggers.
