This PR aims to apply small adjustment to the change db5a8ed

Allow to opt out napi* version enablement via default features (and mark dep as optional)
Allow to opt in napi/tokio_rt features
Loosen version requirement for the napi pkg itself to allow consolidate versions across multiple dependencies in the consumer.
