Update to 22.3

This PR:

• pulls the 22.3 shen sources
• uses the new launcher extension to allow start the binary with a repl or a script ([feature request] Load script from command line #1)
• adds make test to run tests
• adds make release to build a release tar.gz

Left TODOs:

• review change to exception.h/c wrt to leaking the malloced string
• parse arguments properly so you can do shen-c eval -e "(+ 1 2)"

Thank you for the contribution. Also sorry for the very late response.
Since I have some specific design choices, I will not merge all of your commits.
I have already included some of your commits in the new version of Shen-C and considering more later.
