Hello, I'm fairly new to open-source and I'm looking to contribute to this project. I have specifically been looking at the new UI branch for Kolibri. This is my first pull request and I just made a small change to the README.md file. Do I need to tag someone to merge the pull request?

There is no rule about tagging someone or not, but the maintainers mostly will take care of reviewing all the things. But if you think they might have missed one, you might tag the maintainer.
