Related to #2304. Adds helper scripts to generate voter rolls (with number of contributions) and to convert them to Helios Voting format. It also copies the script to generate GitHub comments from https://github.com/jpkrohling/voter-roll-otel-elections
Tested in dry run mode and all working as expected.
