go: add telemetry options

Description

This PR adds 2 options for programs.go to configure Go telemetry mode. This is the same as running go telemetry <mode> manually, with a pre-configured date.

Checklist

• Change is backwards compatible.

• Code formatted with ./format.

• Code tested through nix-shell --pure tests -A run.all or nix develop --ignore-environment .#all using Flakes.

• Test cases updated/added. See example.

• Commit messages are formatted like

I've never used this feature myself, but looking at the docs LGTM
