Changed the base OS to Ubuntu Xenial.
Adds Andrej Sury PPAs for Apache 2.4 and PHP 7.
Has http2 enabled. (sorting order TCP, http1.1)
Added documentation.
xdebug has been removed. but sudo phpenmod and dismod should now work.
www-data (therefore) is now in sudo and adm group. (adm for logfile access)
