Creates new minified step that is complete minus the plugins
A Proposal mostly to include a certain set of minified versions in the repo for easier use in the community. It would be expected that as we built new versions this is kept up to date manually.
If a minified file is needed that isn't included you will be expected to run the make file separately for your environment.
