Created a folder to include all pages related to the plugins contribution process. This patch is just for the main page.

There is an open issue in Tracker for this migration where the location of the documentation was noted MDLSITE-7295
I created a folder to include all pages related to the plugin's contribution process. This patch is just for the main page.
I have updated the links and retained the original content to ensure that all the relevant documentation is migrated before making any changes.
