Compare reports like previous SciGraph QC

The previous QC report had a table in SciGraph showing the number of features and changes versus the last release.

The code for this should be some combination of https://github.com/monarch-initiative/release-utils/tree/master and https://github.com/monarch-initiative/QC.

The initial target should just look at the current release vs. the previous release with drop-downs to change releases and ignore dangling edges. We should have the dangling edges as a toggle-able interface to allow drilling down to learn more.
