Create MIC Repository from cookiecutter-monarch-ingest

We need to create a new ingest for the Monarch KG for the Micronutrient Information Center.

We'll use the cookiecutter-monarch-ingest as a base for the repo and bring in the other elements that are specially to this ingest, i.e. using ontogpt to extract from the website. Otherwise, we want to try to make this as standard an ingest repo as is reasonable.

We want to extract from this site using ontogpt, then feed that output into a koza ingest, making sure that we assign publications to the associations. @caufieldjh has a template in place with this PR monarch-initiative/ontogpt#495.
