fresh debian 8.6 x64 install, building shiro-plugins results in bash: ./program: cannot execute binary file: Exec format error #6

Adding "binfmt-support", "qemu", and "qemu-user-static" to the list of deps fixes this.

Ubuntu 16.0.4LTS behaves the same way

The docker image enables support for armhf binaries.
