Instead of returning `nil` when two `Resource`s with different (non-empty) schema URLs are merged the merged `Resource`, along with the new `ErrSchemaURLConflict` error, is returned. It is up to the user to decide if they want to use the returned `Resource` or not. It may have desired attributes overwritten or include stale semantic conventions.
