Dependencies:

This PR will over a few different changes attempt to mark our E2EE support in Hookshot as stable. This will require:

  • Reasonable coverage of critical functionality with E2EE tests
  • Improved documentation
  • Backup strategy documentation
  • Trust in the stability of the upstream crypto bindings
  • Renaming the configuration from experimental to toplevel
