Bootstrap 4 / Jekyll 4 implemented

This release marks the integration of Jekyll 4 / Bootstrap 4.

Notable changes:

• Flow layout updates/improvements
• Jekyll 4
• Bootstrap 4
• GDPR compliant jquery.ihavecookies.js update (ensures cookies are only added once a user consents to tracking)
• Jekyll-assets removed (Jekyll has a built in Sass compiler, japr is now used for bundling javascript assets and jekyll_picture_tag is now used for responsive WEBP images)
• Responsive WEBP images throughout with jekyll_picture_tag
• Jekyll-seo-tag removed due to bugs with date modified Schema. The meta tags you need can be added through the page/site wide schema featues / overriding the head.html include.

Bootstrap 3 / Jekyll 3.8 version of the theme.

This release marks the state of the theme before the implementation of Jekyll 4 / Bootstrap 4.
