Initial release

This tag marks the initial "release" of this code. There may still be exceptional corner cases, due to the nature of Japanese rules scoring, but the code hasn't changed in some months now, so let's go ahead and tag this. There are no binaries associated with this repo, the matching Python and Javascript implementations are the entire product. Enjoy!
