Recently we updated LCE to the TensorFlow version 2.8.0, which deprecated the make-build system and replaced it with CMake. We also made those changes in LCE. This PR updates the docs accordingly.
Furthermore, it removes the cross-compilation without Bazel option, since that did not work out-of-the-box for me with CMake. If you don't think we should remove this I'll investigate further.
