Added "Advanced" tab into UI Settings with options to change Syncthing daemon arguments and environment variables.

Fixes:

Correct Syncthing config location on Windows XP (Thanks @singpolyma)
Handling Syncthing restarting because of package upgrade on Debian
Repository with space in ID not refreshing correctly.

Note: Windows installer will download ~12MB package with required libraries during first installation.
