Will update the version of the juju api used to 3.5.1.

Juju 3.5.1 is up, so pending the storage flag work, the tentative dates for the release are as follows:

• 5th July Fri - Code Freeze
• 8th July Mon - rc0.13.0 out for testing
• 15th July Mon - v0.13.0 release out
