chore(all): syncing changes from V2 to V3

Syncing changes from V2 to V3, which include:

• changes to common documents
• changes to modeling for new hull functions, and document / example changes
• changes to io libraries for buffer handling

All Submissions:

• Have you followed the guidelines in our Contributing document?
• Have you checked to ensure there aren't other open Pull Requests for the same update/change?
• Does your submission pass tests?

It's been a long long time since the last release of V3. I'm hoping to release after these changes have been reviewed.

The CI was having some issues but those have been fixed. Tests and TSD tests all pass as well. :)
