now with directory and file path expansions

I hadn't implemented support for file path expansion of the log file configuration, so now /var//.log works as expected.
If anyone finds something useful missing, please let me know.

v1.1 now with both unix and windows support

Added windows support
removed the configuration settings for specifying the os level commands
we now simply require lsof and ps on unix, then we use wmic and handle.exe on windows

This release is completed and tested for linux, windows still not supported completely
